I think the ASOs are falling between the cracks. They're not going to the people who really need the prevention -- those people in the 'hood, or the grassroots people who may be doing the trail, so to speak, in parks and that kind of thing.
And I also think that the government should up their efforts. Anyone who receives any type of public assistance, or financial aid for college, should have an HIV test. To get your driver's license renewed, you need to have an HIV test. That way, having an HIV test will become the norm; it would become commonplace. People will say, "Instead of getting my financial aid check at the beginning of the month, I need to go get my HIV test so I can get my check." It makes the environment safe.
