International News Ireland: Elton's €750,000 for HIV Fight Lies UnusedAugust 2, 2011 Two years after the Elton John AIDS Foundation gave Ireland €750,000 (US $1.06 million) to provide clean needles for injection drug users, the money remains unspent. Several announcements have indicated the program would start soon, but the effort has reportedly been snared by red tape and problems recruiting participating pharmacists. In recent weeks, EJAF has renegotiated the terms of the deal and notified the Irish Health Service Executive that it may withhold the money unless progress is made. An ISHE spokesperson responded, "We are finalizing locations, and a roll-out plan will be announced in due course."
