I'm not sure that your information is correct.

There was one well-known case, ten years ago or more, in which a person was co-infected with Hep C and HIV and took a long time to create antibodies. I don't think that would be the case with today's more modern HIV tests, and I also think that was a very unusual situation.

Note also that that was Hep C, not Hep B. I've never heard that Hep B co-infection would delay HIV antibody production.
