Rimming and fingering are not implicated as ways of transmission. Transmission on a top can only occur through the uretha or through the cells on the underside of the foreskin if a man is not circumcised. Other than those cells skin is an effecitive barrier. A condom need not cover all the way to the base because transmission would only occur around the head.
