The use of a condom is 100% reliable in protecting against HIV. Receptive oral only carries a theoretical risk but not an actual one. I know sero-discordant couples who perform insertive both giving and receiving anal sex and no protection for oral both giving and receiving and the HIV- partner is still negative after 19 years. So you take there relationship in to consideration and condom use is 100% protection. Also take in to consideration that you can catch many other communicable diseases from sexual contact much easier than HIV.
