Cunnilingus and Sore Throat

It has been said that cunnilingus (oral sex performed on a woman) is unlikely to cause the transmission of HIV. If the male has a mild sore throat, does this make it a high risk activity? Does this qualify as an "open sore"? How many cases of cunnilingus-related transmission have been reported, how many of them can be possibly linked to sore throats?
