avoiding reporting requirements

I live in a state that has mandatory HIV reporting.
My question is this,
Although the state where I live currently offers anonymous testing, to get treatment the test must be confidential. As a result of this requirement the result of the test, if possitive, is then transmitted to the state´s health department.
Where the anonymous test is positve would it be possible to seek treatment in a different state to avoid the reporting requirments of the state I live in. Also, the states that have reporting requirements that are HIV friendly are far away, after the initial trip to the doctor is it possible to obtain treatment from a Dr. that is located many states away? How often is a vist to the Dr. reccommended? and how long does the typical person go before starting actual drug treatment.
Finally, If i were to see a Dr. in a different state, and pay for it myself, would the information nevertheless make it back to my file in my home state thus necessitating the duty to report?

Everywhere in the USA there is reporting, even though they do not report name, they report your sex, your color, and your age to the CDC. They report this for infection numbers, also when you get a diagnosis of AIDS that is reported too. The reporting process is not reporting who you are; it is only reporting what you are for the national figures.
