A friend who is + recently had an experience with a woman, there was flirting, playful touching, but no intercourse or oral. He did not tell her of his status, maybe he should have. She has found out the he is + now and is making threats to go to the police and such.
With their minimal contact is there anything that can happen to him? If she claims that more happened between the two of them, is the burden of proof on her or him? How do you prove that you did NOT have sex with someone?
Any advice would be appreciated. We live in a state that has laws saying you have to disclose your status to partners, but would touching fall under those guidelines?

disclosure laws are in affect for those who put others at risk of trasnmission of HIV.
so, NO nothing can be done, the burden of proof lies in the accuser hands, the positive person did not put her at ANY risk of transmission. Furthermore those laws arent the easiest to prosecute*
good luck & God Bless*

A2H is likely right, but I have a feeling that your friend is not telling you the whole story. Once you have or have reasonable cause to believe you have HIV you need to be careful not to infect people or cause them to have a reasonable belief they are in danger of infection. Doing this is both a moral and a legal responsibility and is the reason it is best to disclose to everyone with whom you have intimate contact.

IF your friend has told you the exact story.... there was no risk of transmision unless there was an exchange of bodily fluids. Cheers

I think the person is freaking out becasue she or he wasnt told before hand. Its sad that we live in a world were people would call the police after alittle touching...how rude, how rude.
