Your post is somewhat difficult to follow. I will say what i understand from your story and then try to give an answer, OK? Here we go:
The girl you were with gave you a hand job. After this, you have inserted your penis in her vagina without a condom. Immidiately after this sexual episode, the skin of your penis was red for 3 days, like you had a rash there. From day 3, you began feeling tired, had a white tongue and got pimples (on your face i suppose.) This cleared up at day 15. Right?
My answer: inserting your unprotected penis in her vagina poses you at some risk for contracting a sexual transmitted disease, including HIV. Because of this you can consider taking a HIV-test, which can be done after 3 months since the episode. But if this was the only time you have had unsafe sex, than the chance is astronomically big the result will be OK, negative. You can separate the risk for contracting HIV with this unsafe issue from your symptoms. Because your rash (as you call it) can impossibly be due to HIV-infection. It began far too early. Your other symptoms are also not saying anything, because for the same reason. But because someone can get infected with HIV even without experiencing any symptoms at all shortly after infection, i would advice you a HIV-test after 3 months to be sure.

From the encounter you describe you are NOT at any risk for HIV. Oral sex carries a small risk only for the "giver" and only in quite extreme situations.
For other STD it's different, they are easier to catch and that's why it is next time advisable to use a condom with oral sex. But because your penis was only so short in her mouth, i would really not worry about that. Although if you wanna be 100% sure you can do a general STD-test. But for HIV you're fine, that is guaranteed wit this encounter!

Worldwide there are NO reported cases wherein the receiver got HIV from unprotected oral sex. You could read this also in the expert sections of The Body. Because unprotected oral sex is for sure a possible transmission route for other STD's, it's better to use also a condom with oral sex.
I hope you've not checked this forum really every hour as you wrote. Realise some visitors on The Body live in another timezone than the United States (like me) and because of that it's possible people are sleeping when you post. By myself i also have not always the time to check all the posts and to respond as much as i want.
But as i already said: you had no risk for HIV from this episode. A little scratch on your foreskin does not change this. Stop worrying now, OK? You're fine!
