They are on my upper arm and chest, pin head size and bright red, they look like dots of paint. There are 8 on my left arm and 4 on my chest. They have been there for a week or so. Are they in any way connected to a possible STD? Or even ARS? Getting concerned here!

It's impossible to diagnose anything over the internet. If you are concerned about them, then you should check with your doctor. Why would you think it's HIV-related? Do you think you may have been exposed?

Well I had unprotected sex with a F of unknown status 10 weeks ago, and now I get these bright red spots. They do not blanch when I touch them, they really look like flecks of cherry red paint. They have lasted a week or so. Does the ARS rash look like paint? I also have a stiff neck with a lump at the base of my neck where it meets my trap muscle, are there any nodes there?

You wouldn't experience ARS symptoms 10 weeks after exposure. ARS appears, if at all, 2-4 weeks following an exposure.
