Pre-cum has a higher concentration of HIV than semen. It's been studied under the microscope. That's why they warn against any type of unprotected oral sex as well. Doesn't matter if the guy cums are not....if you have an "opening", the more potent pre-cum is gonna enter.
There is no test, whether HIV1 or HIV1/2, given in this day and age, that will not show positive by 3 months. Even in the HIV1 tests, that are supposedly still 1st generation, and which I may add are in the majority of the tests given by public health clinics around the country, will show positive within the first 2 months if truly infected.
For those of you who continue to doubt the validity of a 3mo test, maybe you should get a PCR test. If there is a virus in your body, it is gonna show up by 2 weeks. PERIOD. END OF STORY. Your body isn't going to "hide" it...that is just impossible.

So why, does the CDC and other organizations (mostly following the cdc guideliness) and some doctors still saying 6 months?

CDC's sole purpose is to prevent the spread of infectious disease. By extending the window to 6 months they are doing just that, assuming the possibly infected party is not acting in an irresponsible manner. Ryan Krull on this site believes that the 3 month test is fine. I was negative at 3 months and am not even going to bother getting tested again.

Plain and simple....hundreds and thousands of people who get tested for HIV each year are sexually active. And they do stupid things like have unprotected sex. And alot don't remember exact dates. The six month period takes all of that into account.

Um, where did you hear that pre-cum has higher concentration of HIV? That is an incredibly false statement unless every doctor, helpline person, website has been lying, I highly doubt your statement is accurate.
And about the PCR, it has a chance to return false positives therefore, doctors recommend the ELISA so people don't have to go through that sorrt of anxiety.

(1) Nobody is sure whether pre-cum is more infectious than semen. All we know is that the virus is present in either.
(2) The 6 month window is designed to be 100% certain, whereas a 3 month test is probably also > 99% certain, yet we are not as completely confident in its result.
(3) A PCR test would seem to be conclusive after one month.
