hi there,i was reading some posts about how hiv can infect through cuts,Why does the cdc say that all cuts should be bandaged up when dealing with hiv ppl?

Because the CDC is in the business of trying to insure the health of the nation. They have to cover their bases. It might have helped if you had put the link to that policy. We're they talking about active bleeding cuts, half healed cuts, something with a scab? Or just in general. Or did it say people with HIV should bandage their cuts.
