Can I go from a neg at 9 weeks to a positive at 12 weeks?

That's a real good sign. It's unlikely, but 3 months is considered done. You should be fine. Testing positive after 3 months is very rare. Take your test at 3 or 4 months and be done with it. But with a 9 week showing neg, I don't think you have anything to worry about.

12 weeks is CONCLUSIVE but a Doctor here on this site said he never saw a person test + after 8 weeks when the actual date was known.
