Are you really serious about this question? What sense would it make for a dept that is educating you about the dangers of contracting hiv by reusing needles to use them more than once?

Ask to look at the seal on the needle and ask him/her to put a new pair of gloves on before they even work on taking your blood. each needle has a seal that you can see if it was broken. DEMAND your rights. you paid for the test.
