my elisa test for hiv is neg at exactly 3 months from the time i had unprotected vaginal sex with a guy. we didnt use a condom but he pulled out. is a neg 3 month elisa test for hiv conclusive that i am neg or do i have to test again at 6 months to be sure?

You're fine. The odds of getting hiv from unprotected intercourse with someone who is definitely hiv positive is 1 in 300 - 400. Furthermore, the 3 month test is conclusive in the overwhelming majority of people.
