hello
Does rash on the face count as a symptom of ARS? I havent really seen how rash associated with HIV infection looks like..but can we have it on the face? Also I have had swelling in the neck , armpis and groin region. My risk was low to moderate depending on how on look at it?

No it isn't. Go see your dermatologist. Skin doctors(dermatologists) aren't around just to treat acne. There are many types of skin diseases and infections out there. For instance I have rosacea and that has nothing to do with HIV.
