Does seroconversion have to be complete before the body produces antibodies or are antibodies produced before, during and after seroconversion?

I think you are confusing Symptoms (ARS) and seroconversion. Seroconversion is when you become antibody positive and usualy happens after ARS, or in that window period they are talking about.

That's how I understand.

ARS is the way the body reacts to seroconversion. Seroconversion appears between 2 to 4 weeks after having been infected. Some seroconverted people do not have any ARS symptoms.

I think you mean "ARS appears between 2 to 4 weeks after having been infected," _NOT_ "Seroconversion appears between 2 to 4 weeks after having been infected." Seroconversion means getting a positive HIV antibody test, which does not always happen by 4 weeks. Sometimes it can be 3 months (or more???) before seroconversion is complete.
