As you all can see the average for positive test is 10-14 days before they said 21 or 25 days. Info from John Hopkins medical management of HIV 2001.

The window period: The time delay from infection to positive EIA averages 10 to 14 days with newer test reagents (Clin Infect Dis 1997;25:101; Am J Med 2000;109:568).
