There is quite alot of RELIABLE data supporting the fact that HIV is an estimated 40x smaller than that of a latex condom's pore. Unfortunately I do not have the source of that data at my side. However, anyone interested can find this data on the net rather easily. HERE'S WHY CONDOM'S WORK HOWEVER...
1. The latex condom provides a "Virtual" second layer of skin. The skin on the penis is very strong, yet VERY thin. Obviously depending on the existing lubrication, the roughness of intercourse, etc... Unprotected intercourse causes mild microscopic, abrasions, thus providing an opening to the bloodstream. The use of the condom is vital for the build up of "Virtual" skin, thus almost eliminating the potential chance of penile skin lacerations.
2. Assuming the "40x smaller" data is true, which I completely believe it is which is my opinion, the reason the condom STILL WORKS is because the skin itself remains UNLACERATED do to the use of a condom protecting the penile skin, A SECOND SKIN IF YOU WILL. THAT'S WHY CONDOM'S WORK. My point is this, if a person has NO LACERATION'S or OPENING's on the penis, how can HIV enter the bloodstream? THAT'S WHY CONDOM'S WORK. Now if a person with a noticable OPEN LACERATION put's on a condom, has sexual intercourse with a person infected with HIV, depending on that given infected person's VIRAL LOAD, depending on if the exposed area was affected, this would be SOME of the thing's that would dictate a possible infection or not. THAT'S WHY CONDOM'S WORK.
3. CONDOMS GREATLY PREVENT THE TRANSMISSION OF HIV, I THINK THEY REDUCE YOUR RISK DOWN TO A VERY, VERY LOW RISK. HOWEVER, IF YOU THINK THAT HIV ISN'T SMALLER THAN THE POUR OF A LATEX CONDOM, I FEEL SORRY FOR YOU.
4. CONDOM MAKER'S DON'T PUT THE FOLLOWING ON THEIR PRODUCT: "WEARING OUR CONDOM WILL PROTECT YOU FROM GETTING HIV", WHY DO YOU THINK THAT IS? IT'S BECAUSE OF THE VARIABLES, IT'S BECAUSE THEY KNOW THERE WILL ALWAY'S BE A RISK NO MATTER HOW REMOTE. Contact a condom maker, I doubt thay will agree with "40x" data, yet they will answer you correctly and just.
So while condom's DEFINITELY protect us from HIV, IT DOESN'T MEAN THAT IF YOU WERE TO HAVE SEX WITH AN INFECTED PERSON, DO AN ANALYZATION OF THE INSIDE OF THE CONDOM, YOU WOULDN'T FIND TRACES OF HIV. It's the laceration protection, the urethra protection, THAT'S WHY CONDOM'S WORK AGAINST STD'S.
DON'T BE STUPID HOWEVER IN THINKING THAT IF YOU HAVE A BIG CUT ON YOUR PENIS, WEAR A CONDOM, THAT'S GONNA PROTECT YOU. JUST WAIT TILL IT HEALS AND HAVE NO SEX UNTIL THEN...
Conclusion: CONDOM'S WORK!! But they are not PERFECT in design, if you have existing laceration's/lesion's etc... It's better to wait then risk a possible infection...

HIV can enter the penis through the mucous membrane inside the urethra. You don't need lacerations on your penis for it to get in, although lacerations would increase the risk accordingly.
Hiv, like other retroviruses is about 80-120 nm in diameter. Don't use natural membrane condoms, because they have larger pores than latex condoms, and so they do not offer as much protection as latex condoms do.
Here is a link, so you can decide for yourself whether hiv can pass through latex. FDA says it is rare but possible, and CDC says it is much more rare than that.
