from the "new" CDC guidlines written in 1999 3 months is the window in Europe 3 months is the outer window to catch all who are late to seroconvert remember not only young people get HIV also older people with weak immune responce.

In europe the 3 month is like the 6 month in USA
to catch all who don't show + 1-2 months after infection.
