how do u diagnost penile discharge?

i had a recent urine test that showed no presence of white blood cells -> no bacteria (does this also mean i have no bacteria there? ruling out also NSU/NGU?)
ive tested - for chlam/gonnor.
but i still feel a slight tingling when i urinate. but that could be my thinking.
but now i see some fluid coming out of the urethra even when im not peeing. but its clear and watery like urine. and for the past few yrs (b4 i became sexually involved), ive always tend to urinate a lot (my bladder sucks? masturbate alot that caused a valve to become weak??), so i dont know if its discharge or urine.
can anyone help?

Yes, your doctor. There is no way anyone on the internet can tell you what your discharge is or what is causing it.
