Think of antibodies as HIV soldiers the HIV test is accurate provided your body has had enough time to recognize and react to your infection.
Years ago the test were not as sensitive enough to see early infection so the window period of unceartainty lasted 6 months. But the new 3rd generation Elisa test are quick to find HIV they can spot antibodie in almost all infected people just 22 days after exposure, still different people's immune systems develop antibodies at different speeds, so the best rule of thumb is take one test 3 weeks after possible exposure to HIV and then one more at 3 months for 100% accuracy.
