To elaborate on SF's woefully incorrect and flippant answer.
Yes, it can be considered an STI. A Sexually Transmitted Infection can be either a bacterial OR viral infection, so HIV would certainly fall into that category. The other term for this is STD, Sexually Transmitted Disease.

STI doesnt mean HIV, however HIV is a type of STI (as well as gonnorhea, chlamydia, herpes, syphillis, etc)
