What are the chances of contracting HIV from
A. unprotected oral sex with no ejaculation B. brief (less than 5 minutes) of unprotected intercourse with pull-out (definitely no sperm near or in my body)
I've been having some ARS symptoms like prolonged diahrrea and a severe coldsore outbreak and recently a slight (almost non-existent) dry cough

The risk from oral sex is extremely low. The risk rises somewhat is there is ejaculation. However, for the most part, oral sex is not usually a very efficient method of spreading HIV.
Unprotected vaginal intercourse is definitely a risk factor for HIV infection. However, the risk is lower than unprotected receptive anal sex which is the riskiest sexual activity of all for spreading HIV.
It's tough to say. Here on the Body, there is information that states that the risk from one episode of vaginal intercourse (for a woman) is 1 in 100,000. However, if either sex partner has other sexually transmitted diseases, then this will increase the risk dramatically.
However, other literature out there may say something else about the odds. However, you cannot judge your chance of infection from statistics. Sometimes people can become infected the first time they do something unsafe.
The fact that there wasn't ejaculation in your case reduces the risk, however there is usually precum that also contains the virus if that person is infected. All in all I'd have to say your odds of being infected are quite low from just one incident. In future always use condoms when having sex with guys whose status you're not aware of.

It is possible to catch HIV and other STD's via "pre-cum" though obviously the chances are much less than if the person ejaculates. No one can rely on symptoms to indicate whether or not they have HIV. Only a test tells the real story.
Do not play a numbers game and try to figure out the statistical probability of catching HIV. In my opinion it's an impossible task because too many factors come into play. Your safest bet is to use a condom for every sexual relation.

A is not really a problem. B, however, is risky. Pulling out without ejaculation is NOT an effective way to prevent HIV. HIV is present in pre-seminal fluid, which flows before ejaculation. (You didn't mention whether this is anal or oral intercourse, but either way, the risk is there.)
However, you can't base any conclusions about HIV on symptoms. You could just be having an upset stomach! You should see a doctor and also seek out an HIV test, 13 weeks after your potential exposure.
