Is the HIV window really 13 weeks?

I recently tested negative at 18 and a half weeks. Can I be pretty confident that I don't have HIV or should I also test at 6 months?

The CDC, which is quite conservative on these matters, says that most people (by far) will test positive by three months. Many will test positive far short of that.
