ELISA+WESTERN BLOT?

I have a question for you in the U.S, Do you always use both Elisa and Western Blot(Even if Elisa is Negative) or do you only use Western Blot when the ELISA is positive?

Generally the elisa is used and if reactive, then the western blot is done to confirm.
