do latex condoms really prevent the tranmission of HIV? Is it recommended for people who have sex with a condom get tested after the sex? How long would they have to wait to test? Is Home Access reliable?

Latex condoms are highly realiable, provided they are "used" properly. No if the condom remained intact, i see no reason for one to get tested.

Yes a home access test is reliable, provided provided at 12 weeks.
