Fingering vs. Penis Shaft

I have a question that is perplexing me....
I have read that there is little to no risk of contracting HIV from fingering an infected female.
Let's say a male has intercourse with a female with a condom on...the condom does covers all but the last 1/2 to 1" of his penis. He gets fluids on that portion of it.
Now....granted that the skin on the penis is thinner and blood vessels are close to the surface...if there are no breaks in it....isn't the situation the same as fingering?

I presume the penis in question is yours. In which case, if the events were how you described, there's no way you have contracted HIV this way. The skin at the base of your penis is plenty thick enough to form an effective barrier to HIV infected vaginal fluid, even assuming that the vaginal fluid you were exposed to was HIV infected.

I have even asked the CDC about fingering someone if you have a cut, and they say the transmission would be VERY unlikely. So, what is the difference between an abrasion on your finger, or one on youe penis?

Should be for hiv but I haven't seen many people walking around with all those other std's on their fingers.
