I had unprotected oral sex and intercourse with a man of unknown HIV status about three years ago- Since then I have donated blood (about 3 months after the encounter) and had several blood tests, one for mono and two during emergency room visits(At 3 months, and in the last year). I have no symptoms. How in the clear am I as far as HIV is concerned? Shouldn't HIV positive-ness show up in rountine blood tests/ blood donation?

Blood donations are screened but I am not 100% sure whether what the protocol is. I have certainly read of people in the US being informed that there blood tested positive, but I am not sure if the procedures are universal there or elsewhere.
In my personal opinion if you are uncertain about your HIV status, it is highly irresponsble to give blood.
Mono tests and other general bloodwork cannot be used as an indicator of HIV status. I don't know if HIV is screened as a matter of course in emergency rooms. Maybe someone else here will advise.
Unprotected oral sex is such a tiny risk it is not really worth worrying about. Unprotected vaginal sex would be a potential risk, if that is what happened. But the odds of transmission from a one-off encounter are low (especially if the guy's status is unknown).
My recommendation is that you go and get tested. If you look around you can find free testing in most large towns, I think. I expect that test to be negative based on what you have said, but you need to be sure.
And please do not use blood donation as a free HIV screening service any more. That really is too much....

all blood iscreened and people notifyied in the united states. for hiv. this is not the best way to test since if you were int the window period you could slip by their test and infect someone . 13 weeks definitive test after possible exposure. love and peace
