Just read a Dr. Bob post. he said insertive oral is a low risk at best. I always though it was NO risk. I wonder what he means by that?

Low risk at best means just that.
If you simply must assign a risk to it, well, it's low risk at best.

Actually he means no risk at worst. Clearly no risk would be better than low risk, so how can the latter be "at best"? My, what a nit-piker I am!
Anyway:
1. There is not one single documented case of insertive oral sex giving risk to an infection. 2. This is becasue saliva does not contain infectious HIV. And that is all you are exposing your Mr Johnson to when you are given a BJ. 3. The odds of infection from this which are sometimes mentioned are statisical extrapolations (you sometimes see 0.5 / 10,000 events quoted). But that is a theoretical result of statistical mathematics (where it is impossible to prove something will absolutely not happen, just that it is extremeley unlikely to do so), and not the real world.
If you had a gaping wound on your penis and you had just beaten up your partner to the point that they were bleeding profusely from the mouth, that would be a risk. I hope you are not that sort of guy. Otherwise, no worries.
