How potent is pre cum?

Had a few oral encounters over the last year, none of them have cum in my mouth if cum at all.
However, I was wondering if pre cum is just as potent as blood and semen?

Pre-cum contains HIV, but it is not as dangerous as semen because there's just not as much fluid there. When you perform oral sex you're exposed to a much smaller quantity of fluid in pre-cum than you are if you allow the person to ejaculate in your mouth. That's why oral w/o ejaculation is thought to be safer. That said, there are people who say they have been infected by oral w/o ejaculation, so there is a low risk.
