Nucleic Acid Test

Does anyone know what the Nucleic Acid Test for HIV and Hep C is and how accurate that is, way after the window period? It is not commercially used as far as I know. Is it similar to P24, PCR DNA or RNA or just an antibody test?

The only place that I am aware of that conducts Nucleic Acid Testing is the American Red Cross. They had information in their office that they now use NAT on blood donations when I last donated blood. I believe it cuts the window period down to about 10 days, not sure on the accuracy.
