Anyone please help with this one!! IF you had a possible exposure to Hiv, how long Before Tests will pick up the infection, and how accurate are the rapid Hiv tests against the Elisa tests? If you are Elisa negative at 8 weeks after infection and 12 weeks, does this mean that you are negative, followed by a rapid test at 13 weeks and 17 weeks and 19 weeks after infection?? Could anyone help with this one?

Rapid tests carried out at a reputable clinic are considered to be as accurate as a standard Elisa. If you have tested out to 19 weeks then that is more than conclusive. The official line is 13 weeks post exposure.

You are extremely likely to be negative. The CDC operates with a window period of 3 months. Rapid tests are usually as sensitive as normal ELISAs given that they are FDA-approved. Sensivity for such tests is in general 99.5-99.9 %. Repeated testing-which you have done-increases this sensitivity to even higher levels. Only for significante exposures, like receptive anal sex or needle sticks where the source is known to be positive, the CDC recommends testing out to six months to exclude the extremely remote possibility of seroconverting after 3 months. What was your risk?

My risk was oral sex with a women which i didnt know the status of at all and had cuts on my hands!!

You know that all issues related to testing are in reality statistical issues. However, in your case - where the woman was of unknown status and the sexual act itself had an extremely low likeliness of transmitting HIV, you likeliness of becoming HIV+ from this act BEFORE testing was extremely low. After all this testing which in itself reduces the chances of being positive to almost zero, you can indeed calm down! You are HIV-negative and will remain so if you manage to avoid risks in the future!
