Possible herpes outbreak and risk

Hello all,
I did something stupid , and now am really worried. I had sex with an escort last month. We used latex condom for oral/vaginal and there was no breakage, but the next day i noticed i was having a herpes outbreak ( i got it years ago) , so i am assumimg that i had the breakout when i was with the escort but just did not notice. The outbreak was located in my pubic area, sort of near the base of my penis, so obviously it was not covered by condom. I was just trying to get some more educated opinions than my own, on what my possible risk may be. i have talked to several counseling places, including the CDC, and have been told i had high risk to pretty much no risk!!!! Any help will be greatly appreciated.
