pregnancy and testing-state laws

Hi all,

When I was pregnant, I declined the HIV test at one doctor, but later ended up going to another. I told her also not to test (I was worried about insurance records and such at the time, as I was in the process of getting insurance.) She told me it would be more expensive if she didn't conduct the HIV test, and I told her that was fine. When I got the bill, it was less than I expected it to be. Could she have tested without my consent?

What are the rules on HIV testing and pregnancy anyway? I have been told that it's the law- that is, every pregnant woman must be tested. Also, I have been told that they now conduct rapid testing while you are in labor. Any answers are appreciated. If it helps, I am in Virginia.
