If a guy is masterbating himself and has precum on his hands and then touches my vagina with that same hand does it put me at any risk for hiv?

No.

HIV is fragile. It is enveloped in a lipid membrane that self destructs outside a host. I don't see any reason for concern from a person touching your vagina after floggin the dolphin.
