JOB DESCRIPTION
UNICEF HIV/AIDS Project Officer - East Timor
Tasks
1.Act as focal point for the UNICEF HIV/AIDS/STI activities.
2.Design an HIV/AIDS prevention and care work program for UNICEF in East Timor for 2001 through 2003.
3. Provide priority support in capacity building to East Timorese organisations.
4. Coordinate closely with FHI in their program of support to UN HIV/AIDS prevention and care activities in East Timor.
5. Be the contact point between the UNICEF, INGOs and East Timorese organisations.
6. Supervise establishment and maintenance of a small resource collection of documents and materials developed and used in East Timor.
7. Coordinate regular awareness-raising training for Cosponsor and counterpart staff.
8. Produce summary quarterly updates of HIV/AIDS/STI activities carried out and supported by UNICEF, and circulate them to international and national agencies working in East Timor, and as otherwise directed by the Chairperson of the Theme Group.
9. Prepare guidelines for application to the UNICEF and UNAIDS grant facilities, selection criteria and a standard format for application and reporting, and support functioning of grant facilities.
10. Support functioning of the East Timor UN Country Theme Group on HIV/AIDS.
11. Coordinate with prevention and care activities of other UNAIDS Cosponsors.
Benefits
The Project Officer will be appointed on a Temporary Fixed Term Contract or equivalent, for a two-year period, at the L3 level.
Qualifications
Applicants for the Coordinator position must have the following qualifications:
1. A minimum of 2 years previous experience in HIV/AIDS prevention and care in Southeast Asia and the Pacific, preferably with some experience in East Timor or Indonesia. 2. A minimum of 4 years experience in international development, with at least 1 year working with local organisations and communities. 3.Undergraduate social science, health, education or management qualification. 4. Fluency in Tetum, Bahasa Indonesia or Portuguese an advantage. 5. Experience in working with the UN system an advantage. 6. Computer literate in using Microsoft Word and Excel.
Period of employment
Upon availability for a period of 2 years.
