Due to current regulations my doctor has communicated the local health department that I am HIV positive. I have contacted the local health department and they say all records are kept confidential. My question is that despite their verbal assurance of confidentiality is it possible that their records database can be shared or accessed by other state or federal agencies?

Anything is possible. However, they are very aware of their legal responsibility to keep this medical information confidential.
