can my employer test me for hep c??

No.

Assuming there are more than 15 employees, you come under the Americans with Disabilities Act (ADA). An employer can only inquire if you can physically do the job duties. They may, AFTER a firm job offer is given, require a pre-employment physical exam. Again, that is only to see if you can do the job. There should be no blood testing at all in such an exam.
