My partner is poz and has 2 toddlers and needs life insurance. We have an AD&D policy but need more for the kids. Has anything changed in the last year that might make this available?

Regretfully, no. Life insurance companies are still not accepting HIV+ applicants for medically underwritten coverage.
The main source of life insurance which does not require medical underwriting is group life insurance through an employer and graded benefit life insurance, usually only available for persons over age 50.
Depending on his age and income, your partner may want to consider meeting with a financial planner to see what alternatives might be available to provide for his children.
