my brother has bcbs of alabama;he needs to relocate to south carolina to have full time care with family; will his medical treatment be covered in sc?

You need to carefully read his bcbs of Alabama policy in the eligibility section. Most of these plans are state specific and you lose eligibility to keep them if you have moved out of state for a certain period of time, often six months.
If that's the case, then the bcbs plan in South Carolina will offer a guarantee issue policy since he had bcbs elsewhere, but you need to check that policy out also. Many of the "transfer" policies have horribly low benefits for high premiums.
Given that the Affordable Care Act (ACA) will provide guaranteed coverage January 1, 2014, he may be able to remain under the Georgia bcbs until then and buy a new policy under ACA. Based on his income those policies may even assist with the premiums and supplement some coverages.
