is there a data base that tells you if your x partner has hiv/aids? a guy i slept with said he cought hiv from me and he said after he found out he caught it he looked me up in a data base and said i had it i have only been tested once and as far as i no it came back negative when i was in prison in 2010-2011

I am not aware of any such data base, and given the extra confidentiality placed on HIV status, I seriously doubt that it exists.
Under HIPAA law, medical providers are not allowed to give out such information without written approval. Because most states have laws that enhance penalties for disclosing HIV information, most authorizations to release medical information specifically list HIV and Mental issues in addition to other medical information wanted.
Even the Medical Information Bureau (MIB) which only keeps medical information on persons applying for medically underwritten insurance policies do not mention HIV. They simply code is as a blood disorder along with other such conditions.
To find out your current status, go get tested again.
