if someone has a clerical position at a job and they read personal information on employees who have been written up and put on levels what should happen to the associate who read these private files

The clerk should be thoroughly trained in the importance of maintaining confidentiality regarding such documents, and warned that passing such information on to persons not authorized to see them could result in termination.
If they do spread the information, they should be fired.
If you are asking what legal ramifications there are, it depends on what state you live in and what information is being spread. If it's medical information, the federal law HIPAA protects that. If it is employment issues like performance warnings, you would need to check state laws, but the employer should not tolerate it anyway.
