Extenion of 18 month Cobra

My cousin said they extended her 18 month Cobra coverage. She said they recently it where you can have your 18 month Cobra extended. Is this true and what are the requirements to get this done?

You can get an additional 11 months of COBRA at 150% of the cost if you are determined by Social Security during your first 60 days of COBRA to be disabled. If you have a second qualifying event, such as divorce, a legal separation or death of the former employee, you could qualify for an extension not to exceed 36 months in total of COBRA coverage.
