I was recently having a discusion about AIDS and whether or not doctors can practice medicine if they have HIV or AIDS. Does anyone know the answer?

Yes, they can. Generally, the only limitations placed on physicians who have bloodborne infections are limitations on surgery/blind invasive procedures involving blood.
