Our HR Manager Contacts Doctors and ask questions concerning treatment or diagnois without authorization, Is this Legal?

I am not a lawyer, and if this is happening, you and your colleagues might plan to contact a lawyer to see how you can stop the snooping. That is my advice, but please don't construe it as "legal advice."
If the HR manager is asking when a person who is out might be able to return to work, that is standard practice. If s/he is asking for the diagnosis, that is non-standard and foolish. Advise your doc that you expect your confidentiality to be respected, and that the only info they can release to your employer is anticipated return to work information. If you have that protection in place, she can ask all she wants, but won't get the private info.
