State Health Benefits and HIV

I have a friend who was diagnosed with HIV in the end of 2006. She is under 21, and currently a full time student at a university. Her parents have removed her from their insurance plan. She said that she tried to get health benefits from the state to cover some of her medical expenses, and they denied her because of her HIV status. Is this proper? What other options does she have as a full-time student?

I do not understand why her parents dropped her if she is a full time student. She should speak to them about reinstating her. If they cannot because the plan doesn't allow them to for some reason or she was dropped because she was over the eligible age in the plan, she might be eligible for COBRA. She should check this out with her parents' plan. Another option would be to apply for a HIPAA policy (assumes she has not had a break in coverage of 63 days or more). Also, the university might offer a plan for students.
