Is my testosterone too low?

I am a 40 year old male -- my t-cell count is 200 and viral load is 500. The best it's been in a while. I had my testosterone level checked it's 15 (free testosterone) I am always fatigued and starting to get fat pads on my back just above my hips -- I am also experiencing some facial wasting. My question is -- Is my testosterone level too low? Do you think taking testosterone would help with my fat accumulation? My red blood cell count is 4.0 and white count 2.1. I have heard that testosterone can help increase my red blood cell count.

Don't know if T will help fat accumulation. Do know that taking T and exercising will help build muscle mass.
