Hi I'm a 22 y/o male. Over the last year, I have developed several circular brown/red blotches. At first I thought it was hives but now they have rapidly progressed from my collar bone to my stomach and my arms. Over the last couple of weeks my arms have developed 6-8 new blotches. I'm very concerned. I don't understand what could be the problem, please help me... thank you.

I am not sure from your question whether you have HIV or not. Skin lesions are just very common in all people, and can be due to a number of things. In the setting of HIV, a main concern is Kaposi's sarcoma as a manifestation of disease. The quickest way to make a diagnosis of this (or any other chronic skin condition) is to see a skin specialist. A specific diagnosis can often be made visually by such an expert, or a biopsy may be considered to most definitively arrive at a diagnosis.
