my exposure, and test results

Hello and thanks for help. I am a male exposure: protected vaginal sex for 3 minutes but I was rough. after ejaculation I pulled out and filled the condom with water. no leak. test results: 3 weeks: negative duo. 4 wekks: negative duo. 6 weeks: negative duo.

my questions: 1)Why is protected sex with a condom is still called low risk even when the condom does not break or leak? 2) Are the 3 duo tests I've done enough? do I have to test again?

Intact condom means no risk. Your tests are very negative and no further testing is needed.
